Captain's Mast

The following is from the journals of the Seward Police Department. Those who have been arrested or summoned are presumed innocent until found guilty in a court of law.

July 5

0802 - A 911 misdial was received from subject at the Tony’s bar. She stated that everything was okay, and that she was by herself. She stated that she accidentally pressed the automatic 911 button on her flip phone. An officer was advised.

0805 - A purse was turned in at the grandstand that was found by the Van Gilder Hotel. The owner was contacted and stated she would come pick up the purse. The item was logged into lost and found.

1006 - A Seward Parks and Recreation camp host turned in an Alaska OLN that was left at the Marathon campground.

1035 - RP reported that there were four drivers that were leaving the Miller’s Landing Campground this morning and may be intoxicated. Officer found the suspected vehicle, however, the vehicle was obeying all the rules of the road and nothing suspicious was found for a stop.

1102 - RP called to report that there was a motorhome parked in front of Apollo’s on 4th Avenue taking up 4 rows of spots. Officer responded and the vehicle had already left the area.

1114 - A citation was issued to KAREN THUNSTROM for failure to provide proof of insurance on Lowell Point Road in front of the waterfall. Reason for the stop was suspicion of littering.

1205 - RP called 911 to report that there was someone swimming in the bay. The caller stated that they didn’t believe the individual was in distress, and was wearing a wetsuit. Officer was advised, as well as AST.

1342 - RP reported that she had lost her MS OLN somewhere in the Anchorage Area, and requested a police report in order to be able to board her flight back home. A police report was made and the item was logged into lost and found.

1503 - RP turned in a found cell found from the Pioneer Cemetery. The phone was logged into lost and found.

1529 - RP called 911 and stated that there was a dog in a locked vehicle in the Safeway parking lot. The vehicle given was, FEJ227. By the time the caller disconnected, the owner was already back in the vehicle. An officer was advised.

1758 - Verbal warning given to STEVEN FELDMAN at 5th Ave and Jefferson St for speed.

1952 - A victim reported that they were drunk on the 1st of July and when they called a cab they were taken to the lodging above the Tony’s bar and was possibly taken advantage of. Officer spoke to the victim and they requested a SART exam.

2023 - RP reported that her camper trailer was stolen from anchorage and a friend had reported seeing the trailer down in the Seward area. Camper had license plate 6662ST and was an egg shaped white camper. Information given to Officer.

2125 - RP requested an Officer at Ray’s Waterfront for report of a male who had grabbed a server and wouldn’t leave. Officer responded but RP said that he had got the man to leave and no longer needed an Officer.

2128 - RP reported that there was a group of people gathered behind the Breeze Inn Bar and requested an Officer stop and tell them to leave. Officer talked to the group and they agreed to move on.

2128 - Officer advised PATRICK WILLIAMS he was permanently trespassed from Harbor 360 property.

July 6

0012 - Citation issued to MARC-ALEXANDRE DAVIES at Fourth and Madison for speed.

0140 - A citizen flagged down an officer and stated that subject had been hit by a mini-van in front of the Yukon Bar. Officer spoke with victim who stated that he stood in front of the mini-van that female subject was sitting in, in order to keep her from driving drunk. Female then gave victim the finger and drove at him, hitting him. Victim denies any need for medical attention. Female left the scene and was unable to be located after searching multiple locations.

0142 - Officer stopped ANTHONY LEROY MESTAS JR at Port and Seward Highway on an investigative stop. MESTAS was advised that he is permanently trespassed from Chevron.

0215 - Correction: Camper license plate should be listed as 6662SP.

0634 - A Parking warning was left on KBE677 at Fifth and Washington Street for parking against flow of traffic.

0755 - A parking citation was left on vehicle, JHK328, on 5th Avenue in front of the Hotel Seward for parking against the flow of traffic.

0844 - A 911 misdial was received from the Harbor area. The line was left open and no sounds of distress were heard. On call back, the caller answered and hung up. An officer was advised.

0918 - The Electric Department advised that the power will possibly go out between Bear Drive and Marathon Drive for approximately 20 minutes as they are testing the lines.

1001 - A 911 misdial was received from the Harbor area. The line was left open and no sounds of distress were heard. On call back, a foreign national answered the phone and stated that everything was alright and it was just an accident.

1001 - Seward Public Works requested that a vehicle, JBR762, be moved from the area of 1st and Adams. Also, there was a request for vehicle, JBY793, be moved. The owner of JBY793 was able to move the vehicle, however, the first vehicle was impounded by Glacier Towing. All vehicles were out of the construction area.

1133 - RP turned in a wallet that was left at Subway. The wallet contained IDs and CCs. Item was logged into lost and found.

1149 - An officer was requested to the Providence Medical Center for a possible sexual assault victim. The incident occurred in the Salmon Creek area. AST and SeaView were advised. AST took over the investigation and advised suspect of his trespass from Winterset Circle.

1334 - UAF dispatch center advised of a “fire trouble” alarm that was ringing on their system. They stated the alarm was coming from the Orca Building. The Orca Building management staff was contacted and they stated everything was okay and that there were no alarms ringing. SVFD was advised.

1605 - RP reported that she left two sterling silver rings in the women’s Harbor Master bathroom on the Fourth of July after the women’s race. Logged into lost and found.

1717 - Judicial Services Officer requested an agency assist in service a protective order.

1741 - Subject came in to obtain his protective order and we were unable to give it to him as the fax was not received.

1924 - RP came to the Police Department to advise of an MVA-D at Fourth and Washington. Officer issued par forms.

1958 - RP requested a welfare check on subject who had left on her boat for the day to Falls Point. Officer checked her slip in the small boat harbor and found the vessel there. Officer advised RP.

2043 - Citations issued to JOIEY PHIPLIP OLANO CABIAO at Port Avenue for operating a vehicle in violation of a provisional license and failure to provide proof of insurance. Verbal warning given for speed.

2232 - Verbal warning given to CHRISTOPHER JAMES MARK at Third and D Streets for speed.

2242 - Ambulance requested to meet Guardian Flight at 2315 at the airport.

July 7

0116 - Ambulance requested to The Marina Motel. Patient cancelled the request and got a ride to the hospital.

0553 - RP advised of a domestic incident at Williams Tent campground. Officer contacted REBECCA BRINK and male. Officer transported male to Cedar St to separate the two. BRINK was given a disorderly conduct warning.

0641 - Parking warning issued to ALASKA RENT A CAR INC at 4th Ave for parking against flow of traffic.

0644 - Parking warning issued to EAN HOLDINGS LLC at 5th Ave for parking against flow of traffic.

0726 - Ambulance requested to the Spring Creek Correctional Center. SVAC dispatched.

0702 - The US Marshalls requested assistance with a boat seizure in the SMIC area. Officer assisted the Marshalls.

0822 - Burn permit issued at Dairy Hill through July 9th.

0839 - A 911 open line was received from the SMIC area. There was no voicemail setup and no sounds for distress. Officer was notified.

0912 - RP reported being passed in the center lane at 3rd Ave and Van Buren by a Kia Sorrento with plates JHE505. Officer was unable to locate vehicle.

1019 - Verbal warning given to ROBERT HARNEY at Brownell St and Washington St for failure to yield.

1115 - RP reported being hit by a Kenai Fjords Tours bus at 830 am in the Harbor Area. Officer spoke to RP and issued PAR forms.

1233 - RP requested an ambulance to Salmon Creek Trailer Park. SVAC/BCVFD responded.

1301 - FRANCINE CHISUM was arrested near Dimond Blvd for a warrant.

1440 - Burn permit issued at the top of Vista Road through July 9th.

1612 - A 911 call came in with no sounds of distress and people talking. Upon call back, no emergency a passenger was getting on the cruise ship.

2358 - RP advised of a blue Chevy Impala speeding and passing in a no pass area near the lagoon. The called advised that the vehicle turned south from Adams onto 5th Ave. Officer located the vehicle, unoccupied, at Hotel Seward.

July 8

0014 - Verbal warning given to JOHN SWINSON JR at Seward and Nash Rd for inoperable taillight.

0034 - Citation issued to JOANNE FREY at 311 3rd Ave for failure to register vehicle. Citation was left on the vehicle.

0129 - RP advised of loud campers at the Spring Creek campground. Officer was unable to locate any loud campers. The RP called a second time to advise of continued noise. Officer spoke to a group of campers who agreed to head to bed.

0504 - RP brought a lost four year old girl to the Police Department. Her parents were found and picked her up.

1656 - A 911 open line was received from the harbor area. There were no sounds of distress on the line. On call back a message was left to confirm everything was okay. An officer was advised.

1722 - A 911 open line was received from the harbor area. There were no sounds of distress on the line. On call back a message was left to confirm everything was okay. An officer was advised. Subject later called on the admin line confirming the last two 911 misdials were an accident.

1735 - RP reported a vehicle parked against the flow of traffic on Van Buren Street and 4th Avenue. Officer left a parking warning.

1935 - An ambulance was dispatched to the airport to transport a flight medical crew.

1940 - RP advised she sold a junk vehicle to subject but observed the same vehicle driving around with her registration. Officer spoke with RP and advised her to speak with DMV.

2018 - RP called on the 911 line from Seward about a robbery in Anchorage. The caller was safe and was advised to call Anchorage Police Department.

2135 - A commercial audible burglar alarm was reported at the Seward Market Place. Officer was dispatched to the scene. General manager responded as well. It was later determined to be a false alarm.

2201 - RP reported on the admin line about threats being made to him outside the Safeway liquor store. Officers responded and contacted the Safeway manager. The manager informed officers the two subjects were in an argument and left in a taxi.

2337 - RP advised of a possible intoxicated driver leaving Safeway. Officer arrested WILLIAM COLEMAN near Citizens softball field for DUI.

2350 - Ambulance requested to 4th Ave. SVAC/SVFD dispatched.

July 9

0111 - Verbal warning given to AMANDA HAACK at Seward and North Harbor for speed.

0253 - Ambulance requested to Safeway. SVAC/SVFD dispatched.

0432 - Citation issued to JOSHUA GREEN at the South 72 Hr lot for failure to register vehicle.

0504 - RP at Hotel Seward advised of a male taking something from 5th Ave and walking southbound. Officer contacted subject who has a stop and F.I. Officer transported him to the Police Department to wait for a Trooper.

1542 - Officer assisted Troopers in a drug investigation case with suspect. No drugs were found.

1543 - RP reported unknown people vandalizing and trespassing on his property on Afognack Avenue. Officer reported there was vandalized property. No suspects found.

1604 - Two parties reported white smoke near toward Mount Marathon. On duty fire officer stated it was a burn permit.

1856 - A verbal warning was given to KARIN NYSTROM for speed at 3rd and Jefferson Street.

1903 - A verbal warning was given to STEVEN RUNYON for speed at 3rd and D Street.

2001 - Counterfeit currency was reported at the Saltwater Safari. Officer determined it was an older style bill.

2034 - A verbal warning was given to ANNE LEHOCKY for speed at the Safeway parking lot.

2335 - A 911 misdial came from Providence Hospital. The caller quickly hung up and called back on the admin line. The caller was inquiring about a lost dog. The dog’s owner was contacted.

2335 - RP reported there were unknown parties smoking meth near 4th of July Creek. Caller believed the party to be in a red Honda Accord with unknown license plate. Officer responded to the scene and was unable to make contact with any vehicle matching the description given.

July 10

0048 - An audible burglar alarm went off at Seward Highway, Seward Market Place in the office. Officer responded checked to make sure the building was cleared. The key holder was notified and was told by the alarm company the alarm would reset itself. Key holder did not respond.

0145 - Night security for Icicle Seafoods 601 Port Avenue accidently dialed 911 while he was on his rounds. No sounds of distress were heard.

0646 - Campground manager reported that the entire coin box was stolen from the women’s shower house in Resurrection Campground.

0927 - A 911 open line was received from the SMIC area. No sounds of distress were heard, unable to callback due to 911 prefix. Information given to Officer.

0955 - A burn permit was issued at the transfer station through July 12th.

1132 - AST requested an Officer meet at the Seward Animal Shelter. Officer responded and met with AST.

1242 - ANONYMOUS reported a teal colored SUV swerving on 3rd Ave traveling south. Information given to Officer.

1303 - RP found a dog wandering around Safeway Parking and brought it to the Police Department. An Officer made contact with the owner and returned the dog.

1601 - A citation was issued to GREGORY EASTON for speed on Seward Highway and Sea Lion Avenue.

1655 - RP called on the 911 emergency line about white smoke coming from an area near Mount Marathon. On duty fire officer was contacted, and he advised it was a controlled burn.

1713 - RP called on the admin line about blue smoke coming from an area near Mount Marathon. On duty fire officer was contacted, and he advised it was a controlled burn.

1829 - RP reported seeing subject wanted for a bench warrant at Essential 1. Officer responded to the scene, but could not make contact with anyone matching the vehicle or person description.

1902 - Officer issued a citation to AMOL KULKARNI at the Seward Highway and Sea Lion Avenue for speed.

1909 - AAA dispatch requested a welfare check on a vehicle in the area of 301 Railway Avenue, which is the SeaLife Center parking lot. AAA stated they received a distress signal from a 2006 Silver Ford F150. An officer was advised and no vehicle was found matching the description in the area. AAA was advised.

1918 - Citation issued to BENJAMIN BOELKE for expired registration, and verbal warning given for failure to stop at a stop sign at Mile 1 of the Seward Highway

1933 - Citation was given to MICHAEL BAXTER in front of Telalaska for expired registration.

2042 - An ambulance was requested to Forest Acres Campground. The patient was transported to the hospital.

2134 - JILLIAN CORR was arrested on an active failure to appear warrant at Lowell Point Road. CORR was transported to Seward Community Jail.

July 11

0006 - RP reported loud noises from four or five people in Williams Tent Campground. Officer spoke with campers who said they were going to bed.

0829 - RP reported that her engagement ring had possibly been stolen at Resurrection Campground while on vacation. An Officer spoke to RP over the phone.

1155 - RP turned in a brown wallet found at the Harbormaster Bathrooms.

1350 - The following roads will be closed on 7/12/17 for paving. Monroe St between 1st and 2nd Ave, B St between 3rd and 2nd Ave, Adams between 3rd and 2nd Ave, and Lowell Canyon Rd

1448 - RP reported a 7 year old boy was missing last seen on Sealife Center Property. (JUV) was wearing a black and white T-shirt with black and white shorts about 48-50 inches tall. Officer responded and talked to Sea Life Center Security and determined that the child was found by the mother in the parking lot near their car.

1456 - A 911 open line was received from 760-******* in the harbor area. No sounds of distress were heard and no voicemail was set up on callback. Information given to Officer.

1527 - RP reported a MVA that happened at Bear Drive and the Seward Highway. Officer responded to the scene and issued par forms to the involved parties.

1607 - A firearm was found on a trail near Mount Benson and was turned in to the lost and found.

1646 - A 911 open line was received from the harbor area, and no sounds of distress were heard. No one picked up after two callbacks, and the voicemail was not set up. An officer was notified.

1806 - A citation was issued to WILLIAM KNECHT for speed on Seward Highway and South Harbor Street.

1856 - RP reported his trailer was broken into, and a Honda generator was stolen at the airport. Officer was notified and interviewed RP.

2138 - A wallet was found at the SeaLife Center parking lot. RP turned it in to the lost and found.

July 12

0021 - RP reported a green Subaru with unknown plate, traveling at a high rate of speed crossing both the fog and centerlines at mile 16. SAST advised. Officers advised.

0113 - Officer provided transportation for subject to the Edgewater Hotel.

0155 - Citation issued to MICHAEL ANTHONY DIPPOLITO at Seward Highway and Sea Lion Drive for speed.

0458 - SAST Dispatch requested an officer to stage near Eagle Lane for a trooper enroute to a domestic dispute. Troopers gave COLT DILLON a disorderly conduct warning.

0516 - Ambulance requested to stage code black offsite from Eagle Lane for a domestic dispute, troopers are on scene.

0554 - Citation issued to MICHAEL MATTHEW CONGER at Third and Washington Street for expired registration.

0608 - A parking warning was left on GZW592, at Fifth Avneue, for parking against flow of traffic

0631 - Ambulance requested to Bruno Road. SVAC/BCVFD. Forms sent.

0735 - Citation issued to ROBERT FRANCIS SHARY at Fifth Avenue for parking on the sidewalk.

1137 - RP reported a blue Ford Tempo that appeared to be abandoned on 1st Avenue. Officer responded and placed an abandoned vehicle notice on it. The construction crews will advise when they will - P&R reported that THOMAS PEARCE was camping in the Williams Campground and was trespassed. RP also stated that PEARCE threatened him as well. Officer responded and advised PEARCE of his criminal trespass advisement and to leave the area.

1256 - RP turned in a purse that had been left at the Suds N Swirl for a few days now. Info entered in Lost/Found Book.

1320 - Officer requested case number for Theft.

1440 - 911 misdial from Chamberlain. No sounds of distress. RP misdialed phone number. All OK. Officer advised.

1636 - Officer requested a case for a motor vehicle accident, damage only, that occurred on 07/04/2017. The accident involved a fire truck and a light pole. The damage was estimated to be around $1,000.

1702 - A burn permit was issued at Bayview Place starting on 07/13/2017 to 07/15/2017.

1959 - RP reported a lost dog at the Saltwater Safari. Officer transported the dog to the animal shelter.

2106 - JOSEPH DUNLAVEY was charged with criminal trespass at the Seward Animal Shelter. DUNLAVEY called on the admin line stating he was going to get his dog. An officer was advised that DUNLAVEY was going to take the dog. Officer contacted DUNLAVEY at the harbor.

2117 - RP called on the 911 emergency line reporting he was on a 25 foot boat with a broken engine in Resurrection Bay. Coast Guard relayed their distress and a vessel responded to tow them back into the harbor.

July 13

0032 - An abandoned vehicle notice was left on JAK399 near Seward and Hemlock streets.

0337 - Ambulance requested to Salmon Creek Road. SVAC/BCVFD

0439 - Verbal warning given to JOSHUA MICHAEL MAXWELL at Third and Jefferson Streets for speed and failure to carry proof of registration.

1508 - Ambulance requested to the monument at Railway and Ballaine. SVFD/SVAC dispatched.

1624 - RP reported a blue dirtbike was racing up and down Maple St and requested an Officer come tell the kid to slow down. Information given to Officer.

1709 - A 911 open line call was receive from 559-******* near the Harbor Area. No answer on callback and no voicemail was set up. No sounds of distress heard and information as given to Officer.

1750 - Citation issued to CHRISTOPHER FOWLER at Seward Highway for speed.

1913 - RP reported that there was a dog locked in a car parked in front of the Best Western Hotel. Officer responded and made contact with owners and determined that the dog was fine with food and fresh water.

2025 - Guardian Security reported a commercial alarm going off at 3rd Ave. Officer responded and talked to individual at location. Guardian Security called back to cancel alarm stated no response was needed.

July 14

0004 - An ambulance was requested to Spring Creek Correctional Center. The patient was transported to the hospital.

0501 - Two citations were issued to ELIZABETH DUNN. The first citation was issued for failure to carry proof of insurance, and the second citation was issued for expired registration at the Seward Highway and Phoenix Drive. Verbal warnings were given for driving with headlights off after dark, and for failure to carry registration.

0824 - Public Works advised of a boat that fell off a trailer on the Seward Highway in front of Seward Marketplace. Officer responded. RP called back stating they were able to put the boat back on the trailer and vehicle left. Officer arrived and no one in the area.

1023 - Officer placed an abandoned vehicle notice on AZ LIC/69517D at Madison and Ballaine.

1057 - Ambulance requested to the ASLC. SVFD/SVAC dispatched. D80 advised that there were two vehicles on Church Street that were blocking the emergency vehicles. Officer responded.

1104 - Testing of the fire alarms at the Breeze Inn today

1110 - Officer issued citation to NICOLE DEBOOM for parking in no parking zone on Church Street.

1110 - Officer issued citation to PATRICA HESS for parking in no parking zone on Church Street.

1215 - AST requested an ambulance to Moosehorn. AST/BCVFD/SVAC dispatched.

1305 - 911 pocket dial from SBH area. No sounds of distress. Unable to callback. Officer advised.

1307 - 911 pocket dial from SMIC area. No sounds of distress. Unable to callback. Officer advised.

1336 - Water Alarm sounding. Water Personnel advised.

1414 - 911 pocket dial from Downtown area. No sound of distress. Unable to call back. Officer advised.

1419 - Officer requested a case number for found dog at the 3 Bridges.

1517 - 911 pocket dial from the SBH area. No sounds distress, unable to call back. Officer advised.

2350 - Verbal warning issued to KOSTINIOSHAN KATIE STALEY at Third Avenue and Van Burren for speed.

July 15

0147 - Verbal warning given to STERLING JOE LARSON at Seward Highway for speed.

0211 - RP reported a male laying in the middle of the roadway between Third and Fourth on Monroe Street. Officer made contact with MICHAEL JAMES BAESMAN who is on parole for felony DUI. BAESMAN was remanded to SCJ for probation violation.

0406 - SVFD rescue one, command one and command two out for public assist for triathlon subject to call.

0655 - A RP reported a large group whooping and hollering like it was the Fourth of July near Railway and Ballaine. Officer found that it was people cheering on triathlon participants swimming in the bay.

1600 - RP requested an Officer meet her are the Animal Shelter to drop off a pet that was left on her property when the owners were told to leave. RP said the owners of the pet were informed that it would be at the Shelter.

1611 - RP reported that there were kayakers out in the bay without life vests and were very far from the shore. They were in their kayaks hanging on to a light and he was worried they would flip. Coast Guard was notified of the situation.

1617 - A 911 call was received from Phoenix drive. SVAC/SVFD dispatched. SVAC transported patient to the hospital.

1757 - Guardian Security reported a fire alarm going off at Madison St. SVFD/BCVFD/SVAC was dispatched. SVFD determined no fire on scene.

1809 - RP requested an Officer at Railway Ave for a report of a gas can that was stolen from his boat. Officer talked to RP and determined the value of the gas can.

1841 - RP requested an Officer at 2nd Ave for report of her cars back window being broken. Officer spoke to RP and she said that a crew had been working in her yard trimming branches earlier. Officer advised her to contact the company and her insurance company.

1935 - A 911 open line call was received from a number with a 911 prefix unable to callback. No sounds of distress Officer notified.

2108 - RP reported a grey Silverado with license plate ***** was pulling out of Safeway and the driver was possibly drunk. Information given to Officer.

2153 - RP reported that a woman was freaking out and kicking her car at Seward Highway. RP also said that a 4 year old and infant were in the vehicle. Officer responded and made contact with two subjects. Female explained she was frustrated and took it out on her car, Officer advised that was not a smart idea and she agreed to leave.

2234 - RP requested and Officer at Dimond Blvd for report of a dog barking at campers. RP said that this wasn’t the first time it happened and was an ongoing problem and that animal control was aware. Officer was unable to locate the dog and told RP to call back if it came back.
